Public health projects funded by the EU present a specific logistical challenge. The target audiences are diverse. Events take place in local communities that are often remote. Communication materials need to be adapted for different channels and different levels of health literacy. And everything needs to follow EU visibility guidelines precisely.
MICE.BA delivered exactly this for the ON TIME project.
About the ON TIME Project
ON TIME stands for Prevention and Early Detection for More Effective Treatment of Colon and Breast Cancer. The project was funded under the second call of the IPA Cross-Border Cooperation Programme Croatia, Bosnia and Herzegovina and Montenegro, co-financed by the European Union.
The lead implementer on the BiH side was the Institute of Public Health of West Herzegovina County. The project covered three regions: Zadar County in Croatia, West Herzegovina County in Bosnia and Herzegovina, and the municipalities of Bar and Podgorica in Montenegro.
The primary goal was to improve prevention and early diagnosis of colon and breast cancer, and to raise the quality of public health services across the cross-border area.

What MICE.BA Delivered on This Project
MICE.BA signed a contract with the Institute of Public Health of West Herzegovina County and delivered the following project activities:
- Communication strategy and PR campaign: We developed a communication strategy covering online and offline media for all project partners and managed the full PR campaign throughout the project period;
- Video content production: We produced video materials adapted for both online and offline use, including promotional and educational formats for different target audiences;
- Community events: We organised 14 promotional and educational events in local communities across the project area, focused on raising public awareness of cancer prevention and early detection in rural areas;
- Workshops for NGO representatives: We organised four workshops for representatives of non-governmental organisations from Croatia, Bosnia and Herzegovina and Montenegro;
- Workshops for healthcare professionals: We organised four workshops for healthcare workers involved in the project’s implementation.
All activities were carried out in full compliance with EU visibility guidelines.
What This Project Demonstrates
The ON TIME project is a good example of what EU project event management in the health sector involves in practice. It is not only about organising rooms and catering. It means reaching communities that are sometimes hard to engage, producing materials that communicate clearly to non-specialist audiences and maintaining full compliance with donor requirements across a 17-month implementation period.
